Background
Social and human services in Canada
are very often delivered to the public through a wide range of agencies and
organizations. These agencies are very frequently not-for-profit and charitable
organizations that are increasingly contracted by governments, granting bodies,
and private donors to implement specific community strategic initiatives.
Simultaneously, calls for accountability for use of public and donor funds have
created granting processes that include requirements to report outcomes or
results achieved by agencies as evidence that funds are being used with the
public’s best interest in mind.
In February 2003, a national
symposium on outcome standards for child and family development took place in Ottawa with
over 100 participants from every province and territory in Canada. The symposium
was intended to bring together experts, service providers, and policy makers
within the field to contribute their knowledge regarding outcome model
development. It was hoped that the coming together of these groups would
eventually contribute toward a national outcome model. The Child Welfare
Indicator Matrix was forwarded as an exemplar for national model development and
key formative criteria were identified by the end of the
symposium.
The 2007 Vancouver
Symposium
Since the first
symposium, provinces, agencies, and professionals have spent
considerable resources to apply outcome monitoring to their work.
The 2nd symposium will again bring a collective knowledge regarding
outcome model development, professional standards, and research.
Professionals will be invited to forward evidence on successful
child and family services interventions that have occurred since the
last symposium. It will also be an opportunity to exhibit key
processes required to identify results-based interventions and
implications beyond merely collecting outcome evidence. The
symposium will further invite the private sector (donors and
foundations) to share their impressions about the direction of
outcome and results-based information being forwarded among the
donor philanthropic communities.
At the symposium an
update on major provincial developments regarding outcomes and
evidence practice in human services will be presented. Other
presentations will explore how the accumulation of outcome evidence
can impact on human services delivery. The symposium will include a
presentation on a model for decision making that can be used for
identifying best and promising practices. Various service exemplars
that have a high degree of efficacy based both on research and
applied evidence-based outcome information, will be presented. These
will be related to exemplars that show promise with respect to
social return on investment. The limits and implications of using an
applied/evidence-based model will be discussed. Through these
presentations, a process to identify “services that work” and
strategies to disseminate this knowledge will be identified. It is
hoped that the symposium will capture themes, strengths, and
weaknesses of a national applied/evidence-based outcome model and
contribute to further knowledge dissemination about outcomes within
the human services field.

Symposium Results?
The National symposium
aims to establish a process and exemplars for applied and
evidence-based outcomes for child and family services. Specifically,
the symposium will need to achieve the following
results:
1. 1.
Awareness of key provincial work and major provincial trends in
outcomes monitoring that have advanced outcomes and evidence-based
practice since the previous symposium.
2. 2.
Awareness of service models and exemplars based upon applied and
evidence-based outcomes, including some service providers that have
been able to apply or demonstrate service outcomes through the use
of outcomes for their own services.
3. 3.
Awareness of key directions among private donors, philanthropists,
and private foundations in Canada
regarding outcomes and evidence-based practice in the social
services sector.
4. 4. A
synthesis of common points by identifying the "state-of-the-art" in
outcome measurement across Canada, including publishing these
results in a symposium publication.
5. 5.
Identification of standardized methodology and review techniques to
identify high impact service interventions that also indicate
“services that work.”
6. 6.
Establishment of a collaborative framework identifying “services
that work” for social policy development.

Policy?

written notice of cancellation before December 31st will be given a
refund, less a $75.00 administration fee. After that date, a
substitute may attend in place of the registrant and refunds will
