The United Way of Calgary has invested and engaged
agencies to move to an outcome based planning model. This investment has both
supported agencies to prepare for the work (organizational readiness) and has
engaged funded agencies to incorporate outcome evaluation into the delivery of
their service. The outcomes strategy is based on much research and experiential
learning. It uses the United Way of America Model, the learning's from the
United Way of Calgary and area pilot, agency feedback, information from funded
agencies outcome work, and input from the United Way staff and board.
CORI has been contracted by the United Way to provide a variety of services to
agencies. These emphasize the development of capacity for agencies to conduct
their own program or outcome evaluation. Services include:

organizational outcome assessments

board outcome training and development

logic model development
-
research and evaluation design assistance
-
selecting and using a database
-
designing measurement tools
-
measuring outcomes
-
providing the analysis on the information and
-
helping to use the information to build stronger programs and focus on client
impact.
As a result of the complexity and costliness to database development, training,
and measurement tools, the United Way will support agencies to use the CORI
database as a tool for the collection of outcome information. CORI will assist
agencies to design measurement tools, ensure the database meets their needs and
requirements (and funders), and assist in the analysis and reporting on
outcomes. This strategy is based on the belief that by properly providing
support and services to agencies (and United Way) a cycle of evaluation can be
creating in the regular operation of agency services.
